H.R. 6217 — Revitalize Our Neighborhoods Act of 2025

This section authorizes the Secretary of Housing and Urban Development to make competitive grants to states, units of general local government, or multi-jurisdictional entities for eligible activities to eliminate blight and promote neighborhood revitalization exclusively within low-income communities. Eligible activities include demolition, clearance, and removal of blighted structures; boarding of vacant properties; deconstruction; waste removal and vacant land management; renovation of blighted or abandoned structures; construction or preservation of affordable rental or owner-occupied housing; and administrative costs not exceeding 10% of the grant (with grants prohibited for acquiring occupied residential units). Grants require a 15% match from federal funds, applicant contributions, or proceeds from renovated property sales; a detailed 5-year plan identifying target low-income communities, activities, timetable (with funds expended within 5 years), and match sources; and annual progress reports on fund use, investments, geographic distribution, assisted families, and objectives met. The Secretary must select grantees based on established criteria, provide technical assistance using no more than 5% of appropriations, and coordinate with programs such as CDBG, HOME, Housing Trust Fund, LIHTC, EPA Brownfields, and New Markets Tax Credit.
