H.R. 622 — To amend the Food Security Act of 1985 to increase funding for the conservation stewardship program, and for other purposes.

This section increases annual funding for the Conservation Stewardship Program (CSP)—which provides payments to agricultural and forest land owners and operators who improve conservation performance beyond a baseline threshold—to $1.8 billion for each of FY2025 through 2031 (from $1 billion for FY2023 through 2031, $800 million for FY2022, $750 million for FY2021, $725 million for FY2020, and $700 million for FY2019).

This section transfers $5.02 billion of unobligated balances from amounts appropriated or otherwise made available under section 21001 of the Inflation Reduction Act of 2022 (P.L. 117-169) to the Secretary of Agriculture for the Conservation Stewardship Program (CSP) under 16 U.S.C. 3839aa-21 et seq., to be carried out using Commodity Credit Corporation authorities. (The CSP provides financial assistance to agricultural and forest land producers to maintain and improve conservation practices on working lands.)
