H.R. 6224 — Servicemember Student Loan Affordability Act of 2025

This section amends the Servicemembers Civil Relief Act (50 U.S.C. 3937) to clarify that the existing 6% interest rate cap during military service applies to obligations incurred before service and to extend that cap to obligations incurred during service to consolidate or refinance student loans also incurred before service (provided the new obligation exceeds 6% interest and covers only such student loans). (As background, the Servicemembers Civil Relief Act provides financial and legal protections to active-duty servicemembers, including interest rate relief on certain pre-service debts.) It further defines "student loan" for this purpose as a federal loan under title IV of the Higher Education Act of 1965 or a private education loan (as defined in 15 U.S.C. 1650(a)) and makes conforming changes to implementation requirements, including effective dates tied to the incurrence of the consolidation or refinance debt.
