H.R. 6230 — Tehran Incitement to Violence Act

This section declares congressional findings that (1) Iranian cleric Abdolmajid Kharghani revealed an online fundraising campaign seeking $10–$20 million to assassinate U.S. President Donald Trump and Israeli Prime Minister Benjamin Netanyahu in Europe; (2) the website THAAR.IR subsequently launched to crowdsource such funding and claims to have raised more than $20 million (unverified); and (3) multiple senior Iranian clerics and institutions, including Ayatollahs Hossein Mazaheri, Jafar Sobhani, Naser Makarem-Shirazi, Hossein Nouri Hamedani, Abbas Kaabi, and others affiliated with the IRGC, Qom Seminary, Assembly of Experts, and Guardian Council, have issued fatwas charging Trump and Netanyahu with Moharebeh (waging war against God)—a capital offense under Iranian law punishable by death, crucifixion, cross amputation, or exile—along with related incitements to violence that endanger U.S. and Israeli national security.

This section directs the Secretary of State, with the concurrence of the Secretary of the Treasury, to submit to the appropriate congressional committees a determination, not later than 90 days after enactment and every 180 days thereafter for up to six years, on whether specified Iranian clerics and entities—including Ayatollahs Naser Makarem-Shirazi, Hossein Nouri Hamedani, Hossein Mazaheri, Ja’far Sobhani, Abbas Kaabi, Ahmad Alamolhoda, and Alireza Arafi; Alireza Panahian; Mohsen Araki; Abdolmajid Kharghani; Ahmad Khatami; Hojjat al-Eslam Amin Assadpour; Qom Seminary; Islamic Republic of Iran Broadcasting (IRIB); Assembly of Experts; Expediency and Discernment Council; Guardian Council; and Society of Seminary Teachers of Qom—meet criteria for designation under Executive Order 13224 (blocking property of terrorism supporters), as a foreign terrorist organization (FTO), global Magnitsky sanctions (GLOMAG), or specified Iran-related executive orders addressing conventional arms activities (EO 13949), additional sectors (EO 13902), the overall Iranian regime (EO 13876), iron, steel, aluminum, and copper sectors (EO 13871), reimposed sanctions (EO 13846), sanctions evaders (EO 13608), human rights abuses via information technology (EO 13606), government property (EO 13599), serious human rights abuses (EO 13553). (Thus, an affirmative determination could lead to asset blocking, transaction prohibitions, and U.S. entry bans under International Emergency Economic Powers Act (IEEPA; 50 U.S.C. 1701 et seq.) authorities.)
