H.R. 6233 — Commercial Motor Vehicle English Proficiency Act

This section amends commercial driver's license (CDL) knowledge and skills testing standards to establish, effective two years after enactment, an English language proficiency requirement for applicants to pass the knowledge test or receive certification of fitness to operate a commercial motor vehicle—specifically, the ability to read and understand English traffic signs, communicate in English with traffic safety officers, border patrol agents, agricultural checkpoint officers, and cargo weight-limit station personnel, and provide and receive feedback and directions in English. The section prohibits administering such knowledge tests in any language other than English after that date and directs the Secretary of Transportation to revise regulations in part 383 of title 49, C.F.R., as necessary to implement these changes within two years.
