H.R. 6264 — Path to Affordable Homes Act of 2025

This section revises the process and criteria for updating Federal building energy efficiency performance standards following each subsequent revision to ASHRAE Standard 90.1 (for commercial buildings) or the International Energy Conservation Code (for residential buildings). It requires the Secretary of Energy, not later than one year after approval of such a revision, to determine whether to incorporate the revision based on (1) its cost-effectiveness, technological feasibility, and potential effects on electric grid reliability; (2) the extent to which it directly relates to energy efficiency; and (3) whether it requires buildings to transition to consuming a different type of energy or energy from a different source. If the revision would require transitioning from fossil fuel-generated energy to another source (e.g., electrification of heating), the Secretary must consider that a negative factor against updating the standards.
