H.R. 6278 — Charlie Kirk Congressional Gold Medal Act

This section states congressional findings concerning the life, death on September 10, 2025, at Utah Valley University, family, Christian faith, and contributions of Charles “Charlie” James Kirk (born October 14, 1993), including his founding of Turning Point USA in 2012 at age 18—which grew to over 800 college chapters and over 1,000 high school chapters—his hosting of The Charlie Kirk Show and various summits (e.g., Student Action Summit, Young Women’s Leadership Summit, AmericaFest), and his advocacy for traditional American values, civil discourse, and First Amendment principles.

This section authorizes the Speaker of the House of Representatives and the President pro tempore of the Senate to award two Congressional Gold Medals of appropriate design to Charles “Charlie” Kirk in recognition of his life, service, and dedication to the people of the United States—one to his family and one to the Smithsonian Institution for display and preservation. The Smithsonian medal must be publicly displayed to preserve Kirk's legacy and contributions.

This section directs the Secretary of the Treasury to strike a gold medal with suitable emblems, devices, and inscriptions—to be determined by the Secretary—for the award authorized in section 3 and authorizes the Secretary to strike and sell duplicate bronze medals at a price sufficient to cover production costs (i.e., labor, materials, dies, machinery, and overhead).

This section designates medals struck under this Act as national medals for purposes of chapter 51 of title 31, United States Code (i.e., medals the Secretary of the Treasury may issue as legal tender), and as numismatic items for purposes of sections 5134 and 5136 of such title (i.e., collectible items the U.S. Mint may design and sell).

This section authorizes the use of amounts from the United States Mint Public Enterprise Fund, as necessary, to pay the costs of striking medals under this Act and requires deposit of proceeds from the sale of duplicate bronze medals authorized under section 4 into that fund.
