H.R. 628 — Honor Our Living Donors Act

This section prohibits recipients of grants under this program—which reimburses living organ donors (i.e., donating individuals) for travel, subsistence, and incidental nonmedical expenses—from considering the income of the organ recipient when providing such reimbursements to donors.

This section removes from the prohibition on duplicate payments the expenses paid, or reasonably expected to be paid, by the recipient of the organ. (Thus, grants to reimburse travel, subsistence, and certain incidental nonmedical expenses of living organ donors—including for up to two companions and failed donations—may now cover such expenses even if the organ recipient pays or is expected to pay them.)

This section directs the Secretary, not later than December 31 of each year, to prepare, submit to Congress, and make public a report on whether grants under this section—which reimburse travel, subsistence, and other qualifying nonmedical expenses of living organ donors (i.e., the living donor assistance program)—provided adequate funding during the preceding fiscal year to fully reimburse all participating donating individuals. The report must include (1) the estimated number of such individuals who did not receive full reimbursement, and (2) the total amount of funding estimated necessary for full reimbursement.
