This section amends the opioid crisis response grant program established by Section 1003 of the 21st Century Cures Act (i.e., grants to states for first responder training, standing orders, and public education to expand access to opioid overdose reversal drugs such as naloxone) by (1) adding as an authorized use the support of opioid abuse prevention and treatment services for children and caregivers, kinship care families, and kinship caregivers through workforce recruitment and training, health care services, and foster and adoptive parent recruitment and training; (2) defining "kinship care family" as a family with a kinship caregiver and "kinship caregiver" as a relative by blood, marriage, or adoption who lives with and serves as the primary caregiver for a child due to parental incapacity or unwillingness (whether formally or informally); (3) authorizing $255 million for each of FY2028 through FY2033 (in addition to prior authorizations through FY2027); and (4) establishing a 1% set-aside of appropriated funds for the new grant use.
