H.R. 6284 — Strengthening Loan Forgiveness for Public Service Workers Act

This section revises the Public Service Loan Forgiveness (PSLF) program (i.e., cancellation of the remaining balance on a borrower's eligible Federal Direct Loans after 120 qualifying monthly payments under an income-driven repayment plan while employed full-time in public service) by (1) excepting loans made after enactment from standard forgiveness rules and requiring such employment during each of the 120 payments for forgiveness under prior rules, and (2) establishing incremental cancellation for eligible Federal Direct Loans made after enactment—15% of the total amount due upon entering repayment after 24 qualifying payments in public service, an additional 15% (30% total) after 48 payments, an additional 15% (45% total) after 72 payments, an additional 15% (60% total) after 96 payments, and the remaining principal and interest balance after 120 payments. It further cancels all interest accrued in the year of each partial cancellation and during application processing; automatically defers such loans during cancellation review; and directs the Secretary of Education to certify public service employment either automatically or via a form with borrower self-certification and optional employer verification.
