This section modifies grant eligibility and governing board requirements under the American Indian, Alaska Native, and Native Hawaiian Culture and Art Development Act grant program, which supports scholarly study, instruction, degree programs, and centers for Native Hawaiian or Alaska Native art and culture. Specifically, it (1) expands eligibility to any nonprofit organization or institution primarily serving and representing Native Hawaiians or Alaska Natives that is recognized by the relevant state governor (from private nonprofit organizations or institutions); (2) for Native Hawaiian grants, revises the required governing board composition to include Native Hawaiians and individuals widely recognized in Native Hawaiian art and culture who serve fixed terms (removing prior requirements to include representatives from the Office of Hawaiian Affairs, the University of Hawaii president, and the Bishop Museum president); and (3) for Alaska Native grants, revises the required governing board composition to include Alaska Natives and individuals widely recognized in Alaska Native art and culture who serve fixed terms (removing the prior requirement to represent Eskimo, Indian, and Aleut cultures).
