H.R. 6290 — Safe Social Media Act

This section directs the Federal Trade Commission, in coordination with the Assistant Secretary for Mental Health and Substance Use, to conduct a study on social media platform use by individuals younger than age 17—including personal information collected and its use in algorithms and targeted advertising, daily usage frequency, age-related usage differences, mental health effects, and potential harms and benefits of extended use—and to submit a report to Congress with findings and policy recommendations not later than three years after enactment. The section exempts the study from the Paperwork Reduction Act.

This section defines a "social media platform" as a public-facing website, internet application, or mobile internet application—including a social network or video sharing service—that (1) serves the public and (2) primarily provides a forum for user-generated content (i.e., messages, videos, images, games, and audio files). The definition excludes (1) providers of broadband internet access service (as described in 47 C.F.R. §8.1(b) or any successor regulation) and (2) electronic mail.
