H.R. 632 — Protecting Life on College Campus Act of 2025

This section prohibits awards of federal funds (directly or indirectly, including through contracts or subcontracts) to any institution of higher education (IHE) that hosts or is affiliated with a school-based service site (i.e., an on-campus clinic providing health care services such as primary care, family planning, telehealth, or pharmaceuticals to students, excluding hospitals) that provides abortion drugs or abortions to students of the IHE or employees of the IHE or site. IHEs hosting or affiliated with such sites must submit annual reports to the Secretaries of Education and Health and Human Services certifying that no such site provides those services. The section defines "abortion drug" as any drug or substance used to intentionally kill an unborn child of a known pregnant woman or terminate such a pregnancy (excluding uses to produce live birth, remove a dead unborn child, or treat ectopic pregnancy) and applies the definition of IHE in section 101 of the Higher Education Act of 1965.
