This section directs the Secretary of Defense to submit to the congressional defense committees, not later than 180 days after the date of the enactment of this Act, a report on the use of follow-on production contracts or transactions under 10 U.S.C. 4022 (i.e., other transaction authority for prototype projects directly relevant to enhancing DoD mission effectiveness or improving platforms, systems, components, or materials) during the period beginning on October 1, 2020, and ending on October 1, 2025. The report must include (1) the number of prototype transactions awarded under that authority; (2) the number of such transactions for which an option for a follow-on production contract or transaction was awarded; (3) for each such follow-on contract or transaction, a summary of its status, including contractor performance and total value; (4) an assessment of trends or lessons learned that may limit or prevent such follow-ons; and (5) recommendations to improve their use and increase prototype-to-production transitions.
