H.R. 6327 — Rural Housing Regulatory Relief Act

This section exempts assistance under sections 501, 502, 504, 515, 533, or 538 of the Housing Act of 1949 (i.e., USDA Rural Housing Service programs providing loans, grants, and guarantees for rural single-family homes, rental housing, farm labor housing, and related facilities) for construction or modification of residential housing on an infill site from being considered a major federal action under NEPA. (As background: These programs serve low-income rural families, farm owners and workers, elderly persons, and others by financing decent, safe housing in eligible areas.) It further requires the Secretary of Agriculture to submit a report to Congress within five years of enactment assessing whether the exemption reduces application review times and administrative costs, its effects on rural affordable housing, and recommendations for additional NEPA exclusions; defines "infill site" as a site served by existing infrastructure (water lines, sewer lines, and roads), excluding greenfields, road-only sites, and high-risk wildfire or flood areas under FEMA's National Risk Index, with "greenfield" meaning an undeveloped site (e.g., woodland, farmland, open field); and includes a savings clause preserving other legal requirements.
