H.R. 6354 — Cut the Burden, Keep the Benefits Act

This section establishes a "Cut the Burden, Keep the Benefits Hotline" in the Small Business Administration's Office of Advocacy (which advocates for small business interests in federal policymaking, including under the Regulatory Flexibility Act). Not later than 180 days after enactment, the Chief Counsel for Advocacy must operate an email hotline to receive notifications from small businesses, small organizations, and small governmental jurisdictions (as defined in 5 U.S.C. § 601) on federal government actions (i.e., rules, executive orders, statutes, regulations, and presidential proclamations) affecting them; maintain an easily accessible website with the email address, submission form, or phone number; and solicit related information, including regulatory alternatives that minimize burdens for rules with significant economic impacts on a substantial number of such entities. Not later than one year after enactment and annually thereafter, the Chief Counsel must report to the SBA Administrator and Congress on hotline activity, including the most frequent government actions by affected industry sectors; for rules, dollar amounts of regulatory benefits (as determined by the Office of Management and Budget or issuing agency); for tariff-related executive orders or proclamations, notification counts, cost summaries (including paperwork and fees), and actions taken; summaries of all notifications by geography, entity type, and industry; entity-specific submissions; burden-minimizing recommendations; and Chief Counsel responses.
