H.R. 6364 — Kidd’s Stuttering Act

This section requires screening for childhood-onset fluency disorders (i.e., stuttering) in Medicaid well-child visits for children ages 2 through 5 beginning January 1, 2027, and directs the Secretary of Health and Human Services to include related screening measures in the core set of child health quality measures for Medicaid and CHIP by January 1, 2026. The section further requires Medicaid and CHIP to cover specified speech therapy services for such disorders beginning January 1, 2027—including services delivered via real-time audio-video telecommunications—with Medicaid treatment limitations no more restrictive than those applicable to speech therapy for expressive language disorder, receptive language disorder, mixed expressive-receptive language disorder, or articulation disorders.
