This section establishes a grant condition under Section 330 of the Public Health Service Act requiring health centers—which serve medically underserved populations, including migratory agricultural workers, the homeless, and public housing residents, by providing required primary health services—to equip restrooms with physically safe, sanitary, and appropriate baby changing tables (defined as elevated, freestanding structures supporting children up to 30 pounds), subject to exceptions for non-public restrooms, those with signage directing to same-floor alternatives, or unfeasible new construction; ADA accommodations; Secretary extensions or waivers; and non-supersession of stricter state or local laws. Grant funds may cover acquisition, installation, and signage costs, with $5 million authorized additionally for compliance assistance. The requirement applies beginning on the date of enactment to facilities acquired, constructed, or substantially renovated on or after that date and beginning five years after enactment to all other facilities.
