H.R. 6382 — Return on Investment for Military Occupational Specialties Act

This section requires the Secretary of each military department to submit to the Committees on Armed Services of the Senate and House of Representatives, not later than 180 days after enactment, a briefing on promotions for enlisted members under that Secretary's jurisdiction in six specified military occupational specialties (air traffic controller, engineer, intelligence analyst, cyber, linguistics, and public affairs). For the three most recent promotion cycles, the briefing must include (1) whether direct enlistment is available for each specialty, bonus eligibility and amounts, and any requirement to change specialties for promotion to a higher grade; (2) for members in each specialty disaggregated by grade, the number eligible for promotion to E-6 through E-9, the number promoted, and average time in grade and time in service before promotion; (3) selection rates, average time in grade, and time in service for those promotions, disaggregated by grade; (4) an analysis of advancement challenges for each specialty; and (5) any other information the Secretary determines appropriate.
