H.R. 6396 — Kid PROOF Act of 2025

This section amends the grant program authorizing the Secretary of Health and Human Services, through SAMHSA, to award grants to States, localities, and other entities to expand access to comprehensive substance use disorder treatment services for children, adolescents, and young adults (42 U.S.C. 290bb-7a(c)) as follows: (1) revises the purpose of the grants to include services for the prevention of suicide and substance use disorders; (2) expands eligible grantees to include pediatric and family medicine providers, child and adolescent mental and behavioral health specialists, children's hospitals, hospital emergency departments, and Indian Health Service facilities or programs; (3) authorizes grantees that are such newly eligible entities or Indian tribes or tribal organizations—with parental or guardian consent for minors—to provide counseling to parents or guardians on preventing youth overdose and suicide and to furnish supplies to prevent misuse of lethal means (e.g., secure storage devices or naloxone); and (4) reauthorizes appropriations through FY2030 (from FY2023) and requires that at least $2 million of appropriated funds each year be allocated to grants under specified activities in paragraph (4)(A)-(C).
