This section establishes a grant program, to be administered by the Director of the National Academy of Sciences, to encourage the development of safe AI models and safe AI research. The Director must develop guiding principles and ethical considerations, in consultation with industry, government, academia, and high-tech stakeholders using a public comment process. Not later than one year after enactment, the Director shall submit to the House Committee on Science, Space, and Technology and the Senate Committee on Commerce, Science, and Transportation a detailed proposal for the program that includes (1) a budget and proposed appropriation request; (2) evaluation of existing AI models' structure, safety incorporation, and societal risk-benefit methodologies; (3) identification of additional safe AI research areas; (4) an implementation timeline; and (5) processes for soliciting proposals, evaluating awardees, and determining outcomes.
