H.R. 6405 — Arms Sale Oversight Act

This section revises expedited procedures in the House of Representatives for joint resolutions of disapproval of proposed arms sales notified under section 36(b), (c), or (d) of the Arms Export Control Act (22 U.S.C. 2776). (As background, section 36 requires the President to notify Congress at least 30 calendar days (15 in emergency cases) before approving certain sales of major defense equipment, defense articles, or services exceeding specified thresholds, during which either chamber may pass such a resolution triggering further Senate consideration.) Specifically, it (1) replaces subsection (b)(3) with procedures allowing a highly privileged discharge motion after 10 calendar days of committee referral (1 hour of equally divided debate, no amendments), followed by a highly privileged motion to proceed to the resolution (10 hours of equally divided debate, no amendments, no recommittal, no motions to limit debate or reconsider), decisions on postponements and chair appeals without debate, and a bar on considering additional resolutions for the same sale after House approval; and (2) in subsections (c)(3)(B) and (d)(5)(B), replaces prior House procedures with a cross-reference to subsection (b)(3). The amendments apply to joint resolutions introduced on or after the date of enactment.
