This section establishes a competitive grant program under which the Secretary of Labor awards grants, not later than one year after enactment from amounts appropriated ($10 million authorized), to local boards to fund childcare services as supportive services for eligible individuals participating in employment and training activities in the local area. Eligible individuals are those with one or more dependent children engaged in such activities, with funds usable for childcare providers of their choice that comply with applicable state and local quality laws and standards. (Local boards, employment and training activities, local areas, and supportive services have the meanings given in section 3 of the Workforce Innovation and Opportunity Act [29 U.S.C. 3102].) The Secretary must submit a report to Congress one year after awarding the first grant evaluating the grants' effects on recipients, including their enrollment and completion rates in such activities.
