This section directs the Secretary of State, not later than 180 days after enactment, to submit to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations an unclassified report (with a possible classified annex) on the treatment of ethnic minorities in Serbia. The report must address 13 specified matters primarily concerning ethnic Albanians in the Preshevo Valley, including (1) deactivation of registered residences ("passivation"), (2) effects on identity documents and rights such as voting, (3) proportional integration in public institutions, (4) recognition of Kosovo diplomas, (5) Albanian language use in public institutions and documents, (6) provision of Albanian-language textbooks, (7) municipal grant funding relative to needs, (8) restrictions on ethnic symbols, (9) police intimidation, (10) support for Albanian media and culture, (11) mandatory military service, and (12) measures to increase poverty.
