H.R. 6429 — Expanding Cybersecurity Workforce Act of 2025

This section requires the Director of the Cybersecurity and Infrastructure Security Agency (CISA) of the Department of Homeland Security to establish, within 180 days of enactment, within CISA's Cybersecurity Education and Training Assistance Program, a program to promote cybersecurity careers to disadvantaged communities, including older individuals (age 40 or older), racial and ethnic minorities (i.e., Black or African American, Hispanic or Latino, Asian American, or Native American), people with disabilities (i.e., intellectual or developmental), geographically diverse communities, socioeconomically diverse communities, women, individuals from nontraditional educational paths (e.g., Tribal Colleges or Universities as defined in section 316(b) of the Higher Education Act of 1965), veterans, and formerly incarcerated individuals. The section further directs CISA to (1) conduct outreach to educators, unions, chambers of commerce, state and local workforce offices, private sector entities, community colleges, parents of K-12 students, and other appropriate entities; (2) tailor the program to regional and sector needs; and (3) submit annual reports to the House and Senate homeland security committees, beginning one year after enactment, on program efficacy, cyber workforce impacts, and improvement suggestions. The section authorizes appropriations of $20 million for FY2026 and each fiscal year thereafter through FY2031.
