H.R. 6432 — Brownfields Reauthorization Act of 2025

This section revises the Brownfields program under CERCLA (i.e., grants to states, tribes, local governments, and other entities for assessment, cleanup, and redevelopment of contaminated properties). Specifically, it (1) increases the maximum remediation grant amount to $1 million for each site (from $500,000), and (2) increases the authorization of appropriations to $250 million for each of FY2026 through 2030 (from $200 million for each of FY2019 through 2023).

This section (1) expands allowable uses of EPA brownfields grants to states and Indian tribes to establish, enhance, or implement state response programs (previously to establish or enhance such programs only); and (2) authorizes appropriations for such grants for FY2026 through FY2030 (from FY2019 through FY2023). (As background, state response programs support voluntary cleanup of brownfield sites—i.e., properties complicated by the potential presence of contamination that are not addressed by EPA's Superfund program.)
