H.R. 6433 — Rural Uplift and Revitalization Assistance Act

This section directs the Secretary of Agriculture, within one year of enactment, to provide technical assistance—directly or through cooperative agreements—to strengthen local capacity and improve access to USDA rural development programs for local partners (e.g., governments, cooperatives, businesses, healthcare facilities, community anchor institutions, nonprofits) in geographically underserved and distressed rural areas. Beginning one year after enactment, it requires the Secretary to annually publish a public report on the assistance's effects in those areas and submit it to the House and Senate Agriculture Committees. It defines geographically underserved and distressed areas as rural areas (as determined by the Secretary) that are in a socially vulnerable community, persistent poverty county, economically distressed area, or near the U.S.-Mexico border and lacking adequate water, sewer services, or decent housing.
