H.R. 6436 — To amend the Agricultural Act of 2014 to allow for the advance payment of assistance under Tree Assistance Program, and for other purposes.

This section authorizes the Secretary to disburse advance payments of up to 25% of the assistance amount under the Tree Assistance Program (TAP) to eligible orchardists and nursery tree growers for qualifying tree losses prior to replanting. (TAP provides reimbursement to producers for commercial trees, bushes, and vines—including orchard trees, nursery stock, and noncommercial timber—from natural disasters and related causes such as drought, freeze, excessive moisture, and insect infestations.)
