H.R. 6437 — Kids Internet Safety Partnership Act

This section establishes the Kids Internet Safety Partnership (Partnership) within the Department of Commerce, to be headed by a director appointed by the Secretary of Commerce, not later than one year after enactment. The Partnership must (1) coordinate with federal agencies including the Federal Trade Commission (FTC) and specified stakeholders (e.g., academics, parents, online platforms, state attorneys general) to identify online risks and benefits for minors (i.e., individuals under age 18), along with age-appropriate best practices; (2) publish a public report on these identifications and the efficacy and adoption of minor safeguards and parental tools not later than one year after establishment and biennially thereafter; and (3) publish a public playbook for online providers and developers on implementing such best practices (e.g., age verification, parental tools, default privacy settings, opt-outs from recommendation systems) not later than two years after establishment. The Partnership terminates five years after establishment and includes definitions for terms such as "design feature" (e.g., infinite scrolling, notifications), "minor," "parental tool," and "verifiable parental consent" (as defined in the Children's Online Privacy Protection Act of 1998).
