H.R. 6441 — Puerto Rico Postal Equity Act of 2025

This section sets forth five congressional findings concerning the importance of accurate physical addresses for United States Postal Service operations, mail delivery, e-commerce, and federal programs; address inconsistencies in Puerto Rico due to local conventions and diacritical marks in Spanish-language names; and the need for coordination between the Postal Service and the Department of Commerce, including the Census Bureau, to improve address recognition and advance equity.

This section directs the Postmaster General, not later than 180 days after enactment, to develop and implement improvements to U.S. Postal Service (USPS) systems to enhance the accuracy and recognition of addresses in Puerto Rico, including (1) using existing USPS operational data (e.g., Undeliverable-As-Addressed codes, delivery exceptions, address quality data) to identify locations with persistent issues; (2) updating address records, routing information, and validation tables for those locations; (3) revising address matching, validation, and mail routing systems to support diacritical marks (i.e., accents, tildes, or other Spanish orthographic signs) and other Puerto Rico-specific address elements; and (4) other appropriate data-driven actions. In doing so, the Postmaster General must consult with the Census Bureau (including its Open Innovation Lab), the Puerto Rico Planning Board, and local Puerto Rico governments. This section further requires the Postmaster General to submit reports to Congress not later than one year after enactment and annually thereafter for three years detailing actions taken, progress on address recognition and delivery accuracy, barriers encountered, and recommendations for legislative or administrative action.

This section prohibits additional appropriations to carry out this Act and requires the Postmaster General to implement the Act using funds otherwise available to the United States Postal Service.
