H.R. 6446 — To modify the procedures for investigating claims of evasion of antidumping and countervailing duty orders.

This section modifies procedures for investigating evasion of antidumping and countervailing duty orders (19 U.S.C. 1517). (1) It authorizes the Commissioner of U.S. Customs and Border Protection to self-initiate an investigation based on information reasonably suggesting such evasion, subject to the same processes as those for allegations by interested parties and referrals by other agencies. (2) It requires a person determined to have entered merchandise through evasion to pay all liquidated duties, charges, or exactions before seeking judicial review of the determination.
