It authorizes state agencies to issue individual photo EBT cards to each authorized household member and directs the Secretary of Agriculture to establish procedures allowing caregivers of minors, individuals with disabilities, or elderly individuals to access benefits on their behalf. The section requires authorized retailers to inspect the EBT card photograph for every SNAP customer prior to a transaction to verify identity and takes effect 18 months after enactment, with the Secretary required to issue conforming regulations within that timeframe.
