H.R. 6464 — Affordable Clean Water Infrastructure Act

This section revises the additional subsidization provisions (i.e., principal forgiveness or negative interest rate loans) under state water pollution control revolving funds (CWSRFs). Specifically, it (1) expands eligibility criteria to include projects where median household income is low either statewide or in the service area and clarifies that subsidization may help ratepayers afford wastewater (including stormwater) services; (2) revises maximum subsidization amounts to the greater of 50% of the state's capitalization grant or the annual average over the prior 10 fiscal years of state deposits exceeding the required match, provides an additional 10% of the capitalization grant for rural, small, and tribal publicly owned treatment works, and establishes a 20% minimum if sufficient qualifying applications exist; and (3) excludes CWSRF loans with interest rates of 0% or higher from additional subsidization.
