H.R. 6472 — Territorial Student Access to Higher Education Act

This section requires public institutions of higher education receiving assistance under the Higher Education Act of 1965 (HEA) to charge covered individuals—residents of Guam, the Commonwealth of the Northern Mariana Islands, American Samoa, or the United States Virgin Islands who are U.S. nationals (as defined in the Immigration and Nationality Act)—tuition and fees at no greater than the in-state resident rate. It also adds compliance with this requirement to the HEA program participation agreement, which conditions an institution's eligibility to participate in federal student aid programs.
