H.R. 6477 — Housing to Homes Act of 2025

This section amends the McKinney-Vento Homeless Assistance Act to (1) define "furniture bank" as a registered charity, nonprofit organization, or social enterprise that provides household furnishings at little to no cost to individuals and families in need, including the homeless; (2) expand eligible activities under the Continuum of Care Program—which funds a comprehensive system of housing and services to prevent and end homelessness—to include payments to furniture banks for household furnishings, including delivery, installation, and assembly, for currently homeless individuals and families, those homeless within the prior six months now in permanent housing, or those in permanent supportive housing; and (3) specify that such furnishings become the sole property of recipients. The section further requires the Secretary of Housing and Urban Development (HUD) to submit to Congress, not later than three years after enactment, a report on the impact of such payments; directs HUD to publish on its website, beginning three years after enactment and annually thereafter, a report assessing furniture poverty (i.e., inability to access, afford, or maintain essential household furniture and goods), including its prevalence, effects on homeless reentry, and the impact of such payments; and repeals these provisions five years after enactment.
