H.R. 6481 — Federal Building Threat Notification Act

This section defines "life safety events" (i.e., events to which first responders—including law enforcement, fire and emergency rescue, and natural disaster experts—deploy) and directs the Administrator of General Services (GSA) and Director of the Federal Protective Service (FPS) to develop and disseminate, not later than one year after enactment, emergency communication guidance for facility security committees in GSA-owned or operated federal buildings protected by FPS. The guidance must include best practices and protocols for (1) standard operating procedures to inform building tenants of threats and (2) safety instructions in response to threats or heightened risk. This section assigns implementation responsibility to the designated official of each such building's facility security committee and requires GSA to submit a report to Congress on implemented best practices and protocols not later than 18 months after enactment.
