This section prohibits a covered platform from allowing an individual to create or maintain an account or profile if the platform knows the individual is a minor. It requires covered platforms to (1) identify existing minor accounts or profiles within 60 days of enactment; (2) notify affected users within 180 days of enactment; and (3) terminate such accounts or profiles within 30 days after notification. Upon termination, it requires immediate deletion of the minor's personal data, subject to a 90-day window during which the minor may request (and receive within 45 days) a readable, portable copy of such data to the extent technically feasible. The section treats violations as a violation of a rule under FTC UDAP rulemaking authority (15 U.S.C. 57a(a)(1)(B)) and authorizes FTC enforcement under the Federal Trade Commission Act. It also authorizes state attorneys general to bring civil actions on behalf of residents for injunctive relief, compliance, damages, or other remedies (with prior notice to the FTC, which may intervene), except during pendency of certain federal actions; preserves state investigative powers; and preempts conflicting state or local laws. The section takes effect one year after enactment.
