H.R. 649 — Whole Milk for Healthy Kids Act of 2025

This section revises fluid milk requirements for the National School Lunch Program (NSLP), which provides reimbursable lunches to over 30 million school children annually. Specifically, it (1) permits schools to offer flavored and unflavored organic or non-organic whole, reduced-fat, low-fat, and fat-free fluid milk and lactose-free fluid milk (previously limited to flavored/unflavored and lactose-free fluid milk consistent with Dietary Guidelines for Americans); (2) allows written statements from a licensed physician, parent, or legal guardian (previously only a licensed physician) for fluid milk substitutes due to student disabilities; (3) excludes milk fat from saturated fat calculations for NSLP meal compliance (per 7 CFR 210.10); (4) prohibits schools from purchasing or offering milk produced by a China state-owned enterprise; and (5) bars the Secretary from prohibiting schools from offering the permitted milks.
