H.R. 6505 — Next Generation 9–1–1 Act

This section establishes a Next Generation 9-1-1 (NG911) implementation grant program (i.e., IP-based upgrade to traditional 911 services to enable multimedia emergency communications) administered by the Assistant Secretary of Commerce for Communications and Information (National Telecommunications and Information Administration (NTIA)), after consulting with the National Highway Traffic Safety Administration (NHTSA) Administrator. The Assistant Secretary must (1) coordinate and communicate on NG911 implementation with state points of contact; (2) develop, collect, and disseminate related information; (3) advise and assist eligible entities on implementation plans; (4) provide technical assistance for efficiencies; (5) review and approve grant applications; and (6) oversee grant funds. The Assistant Secretary must submit annual reports to Congress starting October 1, 2026, until grant funds are exhausted, and may seek NHTSA assistance. The Assistant Secretary must develop and submit to specified congressional committees (Energy and Commerce and Appropriations of the House; Commerce, Science, and Transportation and Appropriations of the Senate), within 180 days of enactment, a management plan for the program—including organizational structure and annual funding profiles—and publish it online (with NHTSA also publishing); modifications follow the same process within 90 days. Grants support NG911 implementation and maintenance; training (not exceeding 3% of grant for non-Tribes, 5% for Tribes); public outreach and education; documented administrative planning costs (not exceeding 1% of grant for non-Tribes, 2% for Tribes); and cybersecurity measures. Applications require certifications of coordination, including for states: coordination with emergency communications centers and designation of a single point of contact.
