H.R. 6519 — Veterans Affairs Peer Review Neutrality Act of 2025

This section establishes new requirements at 38 U.S.C. §7311B to eliminate conflicts of interest in peer reviews, administrative investigation boards, and factfindings conducted by the Veterans Health Administration (VHA) for quality management of care at VA medical facilities (i.e., internal processes to assess health care provider performance and investigate incidents affecting veterans). For peer review, it requires individuals with direct involvement in the care under review or unable to conduct an objective review to withdraw from participation; and directs each VA medical facility to develop procedures ensuring that initial peer reviews involving a facility committee member are evaluated and finalized by a neutral peer review committee at another VA facility. (Thus, reviews of care by peers at the same facility receive an impartial second-layer assessment.) For administrative investigation boards and factfindings, it prohibits individuals with knowledge of confidential quality assurance information specific to the matter from serving or disclosing such information; and requires members to lack any personal interest, bias, direct involvement, or supervisory or personal relationship with the subject, with potential members required to recuse themselves if applicable.
