H.R. 6557 — The Center for Strategic Deterrence and Weapons of Mass Destruction Studies Act of 2025

This section establishes a Center for Strategic Deterrence and Weapons of Mass Destruction Studies within the Institute for National Strategic Studies at the National Defense University (NDU). (As background, NDU provides advanced joint professional military education and strategic studies for national security leaders.) The center's mission is to (1) prepare national security leaders to address strategic deterrence and weapons of mass destruction challenges through education, research, and outreach across the federal government; (2) develop leaders with understanding of strategic deterrence and weapons of mass destruction implications; (3) develop curricula, learning outcomes, and educational tools on these topics for joint professional military education institutions, per guidance from the Chairman of the Joint Chiefs of Staff; (4) serve as the Department of Defense's primary institution for strategic deterrence and weapons of mass destruction studies in joint professional military education; (5) conduct studies and analyses on strategic deterrence, weapons of mass destruction threats to U.S. and global security, and responses to prevent, mitigate, or eliminate those threats per department and national security policies; and (6) provide expert support on these issues to the Secretary of Defense and other federal leaders.
