This section requires the Secretary of Defense, beginning 90 days after enactment, to ensure that wireless mobile phones and related telecommunications services provided to senior Department of Defense (DOD) officials and employees performing sensitive national security functions—as determined by the Secretary—are acquired under contracts mandating enhanced cybersecurity protections. Those protections include (1) encryption of data on the phones and all telecommunications to and from them; (2) capabilities to mitigate or obfuscate persistent device identifiers, including periodic rotation of network or hardware identifiers to reduce tracking risks; and (3) continuous monitoring of the phones. The section further directs the Secretary to submit to the congressional defense committees, within 180 days of enactment, a report listing the relevant contracts, the criteria and total number of affected employees, and the total costs of the phones and services.
