H.R. 6560 — National Flood Insurance Program Automatic Extension Act of 2025

This section revises the expiration provision of the National Flood Insurance Program (NFIP)—which provides flood insurance coverage, claims payment, and related services to property owners, renters, and businesses in participating communities—to establish a contingent automatic extension of key authorities beyond the September 30, 2023, termination date (or a later date specified by another Act). The extension, through the last day of the fiscal year following the terminal fiscal year (e.g., through September 30, 2024, if termination occurs September 30, 2023), automatically applies to authorities for the Federal Emergency Management Agency (FEMA) administrator to (1) enter into, issue, or renew flood insurance contracts; (2) continue existing coverage; (3) pay claims, service policies, and perform related functions; and (4) otherwise operate the NFIP—unless Congress enacts an extension or repeal before the termination date. During any such extension, all date-tied limitations (including borrowing authority under section 1309), appropriations, and funding terms remain at pre-termination levels. (Thus, the provision prevents an abrupt program lapse pending congressional action.) Explicit statutory sunsets for pilots, studies, or similar activities are not extended. The section applies retroactively as if enacted on September 30, 2025.
