H.R. 6571 — REAL Act

This section prohibits federal officials, including the President, Vice President, and agency officers or employees, from publishing, disseminating, or releasing content created or manipulated using generative artificial intelligence unless it includes a clear, conspicuous disclaimer in plain language stating that it was AI-generated, briefly explaining how and with what technology. Exceptions apply to internal communications, classified content (with retained compliant summaries), minor visual adjustments, staff-reviewed routine textual drafts, and personal non-official social media posts. This section directs the Office of Management and Budget Director to issue compliance regulations and disclaimer guidelines within 180 days of enactment; requires the President, Vice President, and agency heads to submit compliance audits to Congress and public websites within 180 days of enactment and annually thereafter; and mandates corrections—including retractions, explanatory statements, and revised compliant versions—for violations. This section requires corrective action plans within 30 days of violations found by the Comptroller General or Inspectors General, with Comptroller General oversight and further directives if plans are inadequate; subjects violating federal employees to discipline under 5 U.S.C. ch. 75 and contractors to restrictions, termination, or other actions; and defines "agency" as under 5 U.S.C. §551 (i.e., excluding Congress, courts, territories, D.C., and certain other entities) plus the Executive Office of the President, "federal official," and "generative artificial intelligence."
