H.R. 6573 — AI Talent Act

This section authorizes federal agencies (i.e., those under 31 U.S.C. §901(b)) to establish technology and artificial intelligence (AI) talent teams—including shared certificate coordinators, recruiters, assessment and subject matter experts, and non-technical roles supporting AI governance—to improve competitive service hiring for technology and AI positions by enhancing examinations, job announcements, certificate sharing, and hiring facilitation using subject matter experts. It further authorizes the Office of Personnel Management (OPM) Director to establish a federal technology and AI talent team for pooled hiring, best practices, cross-government efforts, technical assessments, and certificate sharing under 5 U.S.C. §§3318(b), 3319(c); permits OPM to create other talent teams for high-need areas; and requires OPM to operate an online platform for agencies to share and customize technical assessments (without OPM validating content, but enabling user ratings). The section also permits any individual with relevant expertise to develop and administer position-specific technical assessments (preferably using existing platforms like USA Hire) for competitive service examinations to qualify or rank applicants under 5 U.S.C. §3319 and allows inter-agency sharing and customization of assessments (subject to 5 C.F.R. part 300). Finally, it defines "examination" to include expert-informed résumé reviews and direct demonstrations of competencies derived from job analyses but, on and after five years from enactment, prohibits principal reliance on automated self-assessments absent a waiver by the agency's Chief Human Capital Officer (with report to OPM).
