H.R. 6581 — Safeguarding US Rulemaking Act

This section limits participation in notice-and-comment rulemaking under the Administrative Procedure Act (APA) by excluding foreign governments designated as foreign adversaries by the Secretary of Commerce under 15 CFR 791.4(a), as well as their nationals or entities incorporated therein, from submitting comments under subsection (c) or petitions for issuance, amendment, or repeal of rules under subsection (e). (Thus, these excepted cross-references preserve general public participation opportunities while implementing the new ineligibility under added subsection (f).)
