H.R. 66 — Federal Employee Student Debt Transparency Act

This section establishes annual financial disclosure requirements for covered executive branch employees—those in Senior Executive Service (SES) positions (i.e., career senior executives) or Schedule C positions (i.e., confidential or policy-determining roles)—to report the outstanding principal and interest balances on federal student loans, including Direct Loans (20 U.S.C. 1087a et seq.), Federal Family Education Loans (20 U.S.C. 1071 et seq.), and Perkins Loans (20 U.S.C. 1087aa et seq.). Covered employees must file initial reports within 60 days of enactment and by February 28 annually thereafter, with new covered employees reporting within 60 days of assuming their positions. The Director of the Office of Government Ethics must submit to Congress by May 1 each year a report on the total debt owed by all covered employees and the names of any who fail to file or report.
