This section establishes the President’s Council on Sports, Fitness, and Nutrition, consisting of up to 30 members appointed by the President for two-year terms (eligible for reappointment). The Council advises the President on related progress and recommends strategies to (1) reestablish the Presidential Fitness Test as the main assessment for a Presidential Fitness Award; (2) develop and promote Presidential challenges and school-based physical education programs; (3) expand sports and fitness participation at all levels; (4) set innovative fitness goals for youth; (5) elevate U.S. sports, military readiness, and health traditions through campaigns and events; (6) partner with athletes, organizations, and communities to promote active lifestyles and nutrition; and (7) address childhood obesity, chronic diseases, and sedentary lifestyles as national security threats. The President designates an executive director to manage operations and liaison with agencies; executive departments and agencies must furnish requested support; members serve without compensation but receive travel reimbursement; the Secretary of Health and Human Services provides funding and administrative support subject to appropriations; the Council may form subcommittees and modifies the seal of the prior President’s Council on Physical Fitness and Sports; and the Federal Advisory Committee Act applies with designated functions performed by the Secretary. The Council terminates two years after enactment unless extended by the President. This section also permits appropriated funds for the Presidential Youth Fitness Program to establish the Presidential Fitness Test in U.S. schools.
