H.R. 6605 — Secure Our Skies Drone Safety Act of 2025

This section directs the Comptroller General of the United States to complete a study and submit a report to Congress not later than one year after enactment on the use of unmanned aircraft systems (UAS) and counter-UAS systems by federal, state, local, and tribal agencies. The report must include (1) recommendations on (A) legal authorities and policies to change to improve agencies' ability to counter UAS threats and (B) actions to bolster U.S. and allied UAS manufacturing capabilities and simplify procurement; and (2) information on (A) the number of UAS deployed by such agencies as of the report date, (B) for state, local, and tribal agencies, the number purchased from entities in adversarial nations (i.e., countries on the list in 15 C.F.R. § 791.4), (C) the number of domestically produced UAS, (D) cost restrictions limiting expansion of U.S.- or non-adversarial UAS use, (E) frequency and purposes of UAS use, (F) operator training or certification, (G) governing authorities, policies, or protocols, (H) privacy protections or expectations, and (I) existing UAS countermeasures or strategies and related training or certification.
