H.R. 661 — MIRACLE Medical Technology Act of 2025

This section establishes a program, subject to appropriations, to be carried out by the Secretary of Health and Human Services (HHS)—in consultation with the Secretary of Commerce, the Council for Technology and Innovation of the Centers for Medicare & Medicaid Services, and the Commissioner of Food and Drugs—to facilitate and coordinate U.S.-Israel collaboration on the development and delivery of health care products and services. The program includes seven components: (1) research and development, such as joint projects, medical devices, pharmaceuticals, biological products, early-stage clinical trials, and health data sharing frameworks; (2) innovation and start-up ecosystem support, including technology transfer, joint ventures, and innovation hubs with cybersecurity and privacy standards; (3) regulatory harmonization and intellectual property protection, such as mutual recognition agreements for good manufacturing practices, confidentiality reaffirmations, and expanded Project Orbis participation; (4) health care system strengthening through best practices sharing; (5) telemedicine and digital health initiatives for infrastructure, interoperability, data analytics, and cybersecurity; (6) disease prevention collaboration on infectious diseases, vaccines, and epidemiological data; and (7) biological product manufacturing promotion, including joint facilities, accelerated treatments, workforce training, supply chain resilience, and public-private partnerships. In implementing the program—which must commence no later than six months after enactment—HHS may establish a joint U.S.-Israel Health Care Collaboration Center leveraging U.S. institutions, national laboratories, and private entities. The section authorizes $8 million for each of FY2026 through FY2030.
